[plug] hosts.allow/deny and vsftpd

Ok, I've spent a while googling and can't make heads nor tails of my situation.

For the life of me, I cannot get hosts.deny/allow to enable me to block connections to my ftp (vsftp) server.

hosts.allow looks like:

ALL:IP.ADDRESS.AT.WORK
ALL:FIANCE.IP.ADDRESS.AT.WORK
ALL:192.168.0.

hosts.deny looks like:

ALL:ALL

I know that ssh connections are being blocked when the IP address doesn't exist in hosts.allow as I get the following in my logs:

Sep 22 11:06:45 hate-tank sshd[10364]: refused connect from 211.137.210.230 (211.137.210.230)

I also had a question as to how this works with apache as I run a website, and it obviously allows connections in for that, but surely as hosts.deny 
is set to deny all it should be blocking them?
