Hello Jason.

IIRC hosts.{deny|allow} works only for applications running through 
tcp-wrappers.    What does your inetd.conf show?   Do you have an entry like...

ftp             stream  tcp     nowait  root    /usr/sbin/tcpd 
/usr/sbin/in.ftpd

Apache has (had) its own IP range prohibition in the config file.
