Actually it'd be much easier to prosecute the end-user for two reasons:
(i) They are less likely to put up a fight in court -> cheaper
(ii) It sends a message to the community that "you" could be next.
Also selling iPods VCR, blank CDs and DVDs etc is not illegal, it's what
you do with them.
