[plug] Remote Download Server

Evening All,

I am searching for ideas - programs to create a local download/file   
server that will be live to the internet. This server is accessible  
by LAN desktops of various OS's whom I envisage access this server as  
an Apache Web Server. LAN machines have no internet access at this  
time, so all downloads be it http, ftp, or ,p2p are done through said  
web server via requested URL.

1: Is it possible?
2: Simple solution, be it various software package or groupware?
3: If no simple solution a heads up on possibilities?
