When "voice modems" first became popular, I used mgetty+voice to ring my
mobile, and play a sound file letting me know what the problem was.

Nowadays I use a wavecomm GSM modem to send SMS - it uses basic AT
commands and there are several Linux packages that will talk to it.
(I use smstools)
