Do you need to use a mobile?

When the power is up sms alerts could go out via an internet gateway.

When power is out, use a 56k modem (running off UPS) to call a mobile 
number, any call from the 56k modem line thereby signifying a power 
outage.  This assumes you have an analog pstn line within reach of the 
server.

Of course you may also want to send an alert if the internet link is down. 
Kudos to the person who can come up with way to send a message, not 
necessarily sms, between the 56k modem and the mobile.  Any ideas?
