You inspired me to actually investigate the question and find out how to
get things working. Running /etc/init.d/udev start should actually
work, but you can just as easily do it with:
sudo udevadm --trigger
That should reprocess *all* events, which should handle the devices and
everything, I think. It seems to in my testing, but I didn't actually
fiddle rules and check that part.
