[plug] PCI VGA card not detected, not even by the Mobo

First things first: try running system with ONLY the pci card and what
do you get?
Also, check your irq assignment for any free that you might try
designating to the extra card (caveat: my knowledge of how modern
linux  handles irqs is nonexistent so this may not be an issue if all
handled dynamically these days)
