[plug] how to add a package cache for debian/ubuntu

Instead of squid, use http-replicator which apparently works with debian
- I use it with gentoo. Works well, including through vpn's and a chain
of replicators (remote site with a local replicator pointing to another
one through a vpn). Can handle multiple clients trying to access the
same file while its being downloaded into the cache. Has tools (on
gentoo at least) to manage the cache.
