Not true... perhaps a PC dealer could have an agreement with Microsoft  
that prohibits them from selling machines without an OS, but that's  
not the same as it being illegal.  Aside from which, any such  
agreement with Microsoft would be highly suspect under Part IV of the  
Trade Practices Act (equivalent of US antitrust law).
