I was looking for something similar recently for a small organisation.
I discovered Dropbox (www.getdropbox.com) which is basically 2Gb of
free webstorage, that "synchronises" to a special folder on your
computer. If you place files in the Public directory, then you can
provide a web link to those images to anyone. If you place them in
your own areas, you can share folders with other users if you know
their email address.
I know it's not exactly what you are looking for. I was looking for
Webdav kind of options, but had trouble finding something easy,
simple, and cross platform, and Dropbox while not perfect, is a
solution.
