[plug] Powerware 9120 UPS with ConnectUPS-BD Web/SNMP Card - DHCP no ACK

I have recently received 2 older UPS's. Both Powerware 9120 with
ConnectUPS-BD Web/SNMP Cards. The UPS's just needed a little work (new
fan) and of course the batteries don't last as long as they once did.
The only problem is, I can't get them to talk to my computer. I first
tried static setup (supposed to be an ip address of 192.168.7.18) but
couldn't get in. Then I realised that although the dip switches had
been set for static, it must have been overwritten in the config as I
was seeing DHCP requests. So I moved on to attempting DHCP. I already
have a DHCP server, so was wondering why I again couldn't talk to it.
It appears that after the DHCPOFFER, the UPS doesn't reply and the
cycle starts again a little latter. a DHCPDISCOVER, answered with a
DHCPOFFER, then silence. I thought maybe that the card I was trying
was faulty, so attempted with the next UPS I had. Same thing.

A tcpdump[1] (filtered by the MAC address of the UPS) reveals very
little happening, DHCPDISCOVER, replied with DHCPOFFER and then
nothing.
The UPS's we replaced them with (APC's I think), have a special mode
that only replies to special "Magic Cookies" in the DHCP replies. I
couldn't find anything about a similar system with these old ones. The
manuals just say to change the dip switches for DHCP mode, which I've
done.

I have tried both dhcpd3 and dnsmasq and the results are the same.
Even using my modem as a DHCP server has the same result.

Any ideas? Anyone had to use one of these and can tell me the magic tricks?
