[plug] Watchdog to shutdown instead of reboot

Im sure there are manual ways of scripting + cron'ing etc but wondering if
I can do this with the watchdog program in Ubuntu?:

ping another IP address
if no response after x tries in y intervals in seconds then shutdown /
poweroff (dont reboot)

This /etc/watchdog.conf successfully reboots the machine

realtime = yes
IP = x.x.x.x
interval = y
