[plug] bank requires linux box be certified

Yeah, the bank should have a solid 2fa / MFA, but otherwise "yeah it was
reinstalled" should suffice, along with a password change.

Nobody in their right mind is going to verify it, that might put them on
the hook for the inevitable next time.
