[PLUG-AV] Streaming Tests

Just thinking out aloud, is there anyway to take advantage of the GPU for
encoding? With say CUDA or OpenCL?

Graphics cards are cheap and powerful. It's how I get around the limitations
of my underpowered mythbox. (Using XVmC, eventually probably VPDAU).
