It is actually the following:

All unis link into Parnet which maintains a link to AARNET for all the WA
unis (reduced cost better throughput for all). Parnet has other ISP's
linking into it, plus has a 2meg link into WAIX. WAIX is really just a
junction, with very little in the way of network hardware (well at least
server and client wise). Parnet is a "real" network.
