Yes, it is. QT itself is quite Kosher, these days.
Unfortunately, distributing most of KDE is still illegal, since the
authors have taken code from several GPLed projects and are now trying to
link it to QT, which, while free software, is not under the GPL, and
therefore offlimits for linking to GPLed code.
I imagine that Caldera or SuSe will replace the GPLed code sooner or
later, since both seem quite keen on distributing KDE as their default
desktop.
On the other hand, Gnome has shown itself to be technically superior, and
as such, I imagine that, if only for this reason, it will soon enough see
work sufficient for it to surpasss KDE in both quality and market share.
