Install and configure autofs. Devices & partitions are mounted when 
referenced - I use it for my OS/2 hpfs partitions - and unmount  short 
time (configurable) after falling idle.

An appropriate entry in /etc/fstab does it. These devices are user 
mountable:
/dev/fd0                  /mnt/floppy               ext2   
noauto,user,noexec,nodev 0 0
/dev/sda1                 /mnt/mo                   auto   user 1 2
