Sounds like the driver is not quite right. Is there a driver for a more
primitive version of the same chipset that you could try? If the card
claims VESA 2 compliance, you might like to try running it through the
FrameBuffer driver instead of directly.

The system runs with NT 3.51, service pack 5. At now, we have no idea
