Can you simply append the correct port? For e.g.,
http://www.somewhere.org.ru:3128/blah.html ?

Are you sure that there's no proxy issue to face here?

And in answer to the actual question, yes, there's a PERL script called
GetRight or something like that (which can fetch segments and continue
HTTP fetches on servers (e.g. Apache) that support same). A search on
FreshMeat may prove fruiful.
