[plug] Rebooting my box to make changes to DHCP`

Hiya all,
Now that I have got all those people's attention who state rebooting is only
for hardware/kernel updates I have a question with regards the dhcp on my
RedHat 6.0 server.
Basically I have a 192.16.1.* subnet being dished out by my server to assist
in adding machines to my network. The other day I went in to dhcp and made
some changes to the /etc/dhcp.conf file (basically changed some host details
for one of the workstations), and went to restart dhcp. I kept on getting
the following error message:

I have two IP's bound to eth0 192.168.1.1 and 192.168.1.254 (box is running
IPMASQ and operating as an Internet gateway). My question is why do I need
to do a restart of the machine in order to bring dhcp up again ?
