OK, I think this is about groups. try adding yourself to the 'uucp' group,
(edit /etc/groups, or use kde),
log out and back in, assuming that the /var/lock directory looks like:
drwxrwxr-x 5 root uucp 1024 Oct 27 04:02 /var/lock/
i.e. the uucp group has write access.
Also check the permissions on /dev/modem, or whatever it points to
e.g. /dev/ttyS1

Maybe pppd is running with 'lock' as a command line argument.
