I tried to reply before, but for some reason the listserver bounced my
message saying "relaying denied".

I think the problem is found here:

This shows that mgetty is passing the PAP login to /bin/login whereas
it should be passing it directly to pppd.  Since /bin/login is the
default, this indicates to me that you do not have the following line
correct in your /etc/mgetty/login.config:

 /AutoPPP/ -     a_ppp   /usr/sbin/pppd auth -chap +pap login

Please check that this line is present in one form or another and that
the path to pppd is correct.
