Or it could be due to the error, "Warning - secret file
/etc/ppp/pap-secrets has world and/or group access".  Try chmod 600
and see if that takes you any further.

Yes, either an IP or a hostname which resolves to an IP.  Of course,
the IP must be properly routed to your Linux box first.
