That doesn't sound like a deliberate change.
Anyway, I just scanned through patch-2.2.12.gz and I can't even see where
this bug might have snuck in - the only file changed in the drivers/block
directory is ide-pmac.c (ide for power macs)

Double check you haven't made some silly mistake, and then send a
bugreport to the current IDE maintainer (Andre Hedrick <andre at suse.com>)

www.linux.org.uk has links Release Notes / Errata for 2.2.11 and .12
but they don't mention anything about any IDE problems
