AFAIK for HTTP, resuming is part of the HTTP v1.1
specification (206 Partial Content or something). It's
supported by all recent versions of Apache, as well as
(I should imagine) many of the other popular ones. FTP
has had resuming for years, but YMMV as far as
specific servers goes.
