You need to do a little more than 'wins support = yes', which tells Samba
to be a WINS server ...

You also need to configure your clients to use WINS, which can be done
manually in the network config panel, or via PPP configuration with 'ms-dns'.

And indeed, it may also work better if the dial-up client is on the same
subnet as the server, which can be managed with proxy-arp.
