Thanks Matt,

  It would surpise me if he hasn't tried unplugging the other
phones. However it's just possible that he has thought that
because they are not T200s he hasn't tried disconnecting them.

  As for Telstra ... he apparently rang them, and they wanted 
large sums of money, apparently, to check the line.

  Trying a different modem may be worth a try.
