Perhaps an antique form of cpio or tar? Try some compatibility options.
Are you sure it's Linux? It might be a self-extracter from something
else. Or it might really be a tape archive dumped onto CD and require
deblocking or other bizarrity before it's readable.

The first dozen lines from something like hexdump -xc might be more
