That's [Data] Terminal Ready.  You do appear to have a live modem on the
port.  Next question - do all connector pins go through to the right spot?
When you type "AT" and an Enter you should see the "AT" appear in minicom
and an "OK" on the next line.

If you don't, try:
 - another port
 - check the header cable hasn't fallen off inside your PC (if it's an AT
not an ATX)
 - are you using a dodgy 9 to 25 pin converter?  Mouse converters often have
incomplete pin sets.
 - are you mistakenly using your old serial printer cable (data pins crossed
over) - borrow a straight through cable.
