You'd think so, yes.  This is the way libtcpwrap has always worked
though - accept the connection, and then drop it. Perhaps you ought to
send Wietse a patch? :)

and 25 from what I can gather.

It certainly is.  Their AUP specifically prohibits running local servers
though, so I guess there's not much you can do about it, other than vote
with your feet.
