For mostly-stable security updates - using proposed-updates can cut
down on the non-local downloads ;

deb http://ftp.wa.au.debian.org/debian dists/proposed-updates/

It's not a complete substitute for security.debian.org, but packages
waiting to go into subreleases often appear there fairly quickly.

Mirrors of security.debian.org are deliberately discouraged, presumably
on the grounds of not adding extra mirroring delays to updates, but
they're certainly technically possible and can be a sensible option for
firewalled hosts.

If you pick up newer CD sets, the cdrom entries are easily generated
with "apt-cdrom add".
