have you tried using wvdial and seeing if you can get a connection?

I had a similar problem with the 'failed to activate interface', on my
machine (also under rh7) it has sometimes occurred when the previous
pppd connection attempt hadn't terminated correctly.  

to check this do:

ps -aux|grep pppd

and then kill all pid's that come up.

has instructions for connecting from command line
