[plug] proper way to turn init services on/off

In the "there must be a better way ..." category:

Normal daemons can be stopped and started using the /etc/rc.d/init/
scripts. But what about services run from /etc/inittab?
   I want to be able to stop and start daemons such as mgetty (for faxes)
without manually editing /etc/inittab, and kill -1 1 every time.
  Is there a good utility for this? Pref. common to all distro's.
