It is a basically a proxy server for TN3270 running (I presume) on a
Windows NT box, that is only accessible via a Win32 plug-in or ActiveX
Control.  This issue is the tax office all over again.  You'd almost
think the government accepts Microsoft's line that open source is
un-American(/Australian).
