[plug] pgsql_perl5 compile problem

Thanks to Leon and Tony and apologies if I got the attribution wrong
just now -- should engage brain before putting fingers into gear.  Thanks
for the pointers as to what's needed and why.  I can probably live without
mod_perl then for a while at least and stick with plain CGI.  Later on if
time permits I can get my hands a little dirtier.

Tackle it afresh in the morning.
