The problem here is that most of these systems are unpatched RedHat 6.x 
boxen.

Is it a good idea to be deploying a large number of systems in areas 
where you do not have the technical manpower to maintain them ?
This is a key question in developing areas of the world - is it better 
to have a holy [sic] infrastructure plagued by hackers and spammers or 
have no infrastructure at all? Of course from their perspective the 
answer is a no-brainer, but it affects the rest of the internet adversely.

Of course, the deployment of Windows sytems would have been an even 
bigger disaster (let alone licensing costs, Nimda and Klez would have 
wiped them off the routing tables long ago) but that's not the point I'm 
making.
