AFAIK, there is no actual pumping happening. All that you're doing is
moving heat from one side of the peltier device to the other. If you
then cannot actually cool the hot side, nothing actually happens.
Also, in terms of efficiency, they chew through quite a lot of juice for
their effectiveness. You're better off installing an air conditioner
with a big cooling leg (like the one on the back of your average kitchen
fridge).
