I suppose you could use dynamic DNS, and a script on a remote server to 
periodically check the connection, and change the DDNS when its down.
Not exactly seemless though.
  Or put your front page on a more reliable server that redirects to
your home PC, with some javascript to go elsewhere on a timeout. (Yuck)
