vim / gvim :-)

With syntax highlighting enabled if you like that, its an /execellent/ 
editor. No tag insertion or anything but personally, I've never found it 
useful to pull down a menu for a 4-10 char snippet of text, anyway.

I throw in Mozilla Composer for filling out templates quickly and such 
when needed, but one could easily do that with vim too.
