Not quite. Just like the police would still fine the people they did
catch, ARIA will still enthusiastically prosecute anybody they can get
their hands on. This is just another revenue stream, an even dirtier one
than usual.
At work we go through 3 - 5 CD-Rs every week, they're used to archive
the data for the week's paper. Of course, every CD is used to pirate
music ... no, really.
*arrggh*.
I don't know about you, but my impression is that people who /do/ pirate
music in significant quantities gave up on CD a while ago in favour of
MP3. Its such a STUPID idea...
