Simple, its any unsolicited email that is sent out for commercial 
purposes.  That is what 99% of the spam I receive is.

But breaking into peoples houses IS illegal.  If you make sending out 
spam email illegal, it won't stop it from happening, but it will reduce it.

Anyway, getting off topic here.  The issue is the PLUG archive and the 
fact that it has full email addresses listed in it ripe for harvesting.
