I may be wrong here, but my understanding is that a digital link of some sort
(copper or fibre) connects the RIM to the exchange. The copper pair that may
be tired is only the distance from Kevin's modem to the RIM; not 18 km.

If some fault in the RIM or intermittent fault in the RIM to exchange link
exists then I would have thought the voice quality would also be very poor.

How's moments of converation loss, background clicks, pops, crackles, and hashy
sounds on the dog and bone?

If it's also crook then a weekly complaint to Telstra will get results after
about four (weekly) reports (four fault escalations up the supervisory tree).
Finding that it stops when it rains or that you can hear the neighbours may
also indicate the severity of the problem you are having.

Steve in Nanup, who posted recently, I think has a similar setup so he may
be able give more concrete information about RIM. I think the last fault
he had was that some neighbour 'drove over' the RIM (or was that the phone
box). Didn't do much for rural phone access anyway.
