Easiest way to do this is to use a server motherboard. All the Intel server 
boards I've used, as well as a few "we normally make workstation boards, 
but this is a server board" miscellaneous manufacturers support redirecting 
the console over the serial port in the BIOS... and it works exactly how 
you describe.
