[plug] postfix issue

If there are any postfix guru on the list I would like to find out how to block spam or make sure that there is no relaying happening.
I believe there is a way to check the email recipient domain and if it does not match the domain that the email is delivered to it rejects or deletes it.  Can someone shine some light on this?
I was reading a sample file from postfix sample_smtpd.cf  It appears to have some of the command parameters that I'm interested in.  Do I just add these parameters in the main.cf file or do I have to direct postfix to look at this file for additional parameters?
