[plug] USB disappeared under 2.6

I've had similar problems with usb after 2.6.5. I found building all the
USB except the Host stuff as modules and then not plugging anything in
until after hotplug starts. If the device is plugged in during boot or
before hotplug starts its not recognised. Of course this is on a laptop
so its feasable, the ports are easily reached.
