I already have the certificate, it is already active. This is because
I'm an existing Windows ECI user. I recall seeing the page when my
certificate expired in December, and I ran it at the time to update my
certificate file, which is now stored on my machine.

I copied the file to the Linux box, pointed the CSI manager at it, and
it happily opened the certificate, noted it was valid and happily added
it to the list of available keys.

The ATO support person I spoke with said something about making the key
active, but it already is active - I lodged my monthly BAS a few days
ago with the same certificate.
