Have a funeral, where you bury the budgie in the garden with full
honours. She can provide flowers and such - don't make it too much fun,
or you'll have to dig it up and bury it all over again, so that she can
provide more flowers.

Depending on how religious you are, God was lonely and wanted
companionship, so he took the budgie back - though that does sound sorta
capricious ....
