From man 8 apt-get, in the Options section:

--reinstall
    Re-Install packages that are already installed and at the newest
    version. Configuration Item: APT::Get::ReInstall.

Though you really ought to be using aptitude rather than apt-get (and 
there, reinstall is a command-line action rather than an option).
