Can you swap it for an ethernet style unit, or do they only supply USB modems?

Firstly, I haven't used Fedora or kppp, but here's my 2c's worth anyway...

I use a Telstra ISDN modem connected via USB and the cdc-acm module. cdc-acm 
makes the ISDN modem look just like a serial modem on /dev/tty/ACM0 which is 
then be linked to /dev/modem. Up to this point, it seems functionally 
identical to your configuration.

Then I use /etc/init.d/ppp to start the modem on boot, which calls 'pon' 
(or 'poff' to shut down), which calls pppd with the relevant chatscript. I 
*think* that was all set up with the debian package pppconfig, but it's so 
long ago I am not sure.

If minicom can talk to the modem, then standard AT commands (and kppp) 
*should* work, unless that particular modem has a strange command set. I 
assume you have tried dialling your ISP from minicom with 
ATDT(your-ISP's-phone-number) to see if the basics are working?
